Joseph Parker joined Semper Valens Solutions in 2015 as the Chief Operating Officer.

Mr. Parker served 20 years in the United States Marine Corps as a Meteorology and Oceanographic (METOC) Chief before retiring in 2009. Mr. Parker served in Operation Desert Shield/Desert Storm, Operation Iraqi Freedom, and supported numerous other real-world, contingency, and intelligence operations and exercises to include: Roving Sands - New Mexico, KOA Thunder - Guam, Cobra Gold - Thailand, Battle Griffin – Norway, Ulchi-Focus Lens - S Korea and Operation Laser Strike - Panama. In 2009, Mr. Parker joined L-3 Communications C2S2 and held various positions to include Deputy Program Manager for the Distributed Common Ground System Army (DCGS-A) sustainment contract. In 2011, Mr. Parker was hired as an Information Technology Specialist for the Department of the Army where he served as the Contracting Officer Representative (COR) and operations officer for the Intelligence Fusion Systems Division at Fort Huachuca, Arizona and subsequently the Army Reprogramming Analysis Team (ARAT) Program Office (PO) located at the Aberdeen Proving Ground, Maryland. Following his tenure with the government and prior to joining Semper Valens Solutions, Mr. Parker served as the Senior Program Manager for the Software and Systems Engineering Services Next Generation (SSES NexGen), Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle for SAIC/Leidos.
