Semper Valens Solutions, Inc. is seeking a Budget Analyst to support PEO IEWS PM SAI Division based in Aberdeen MD with operations located at Aberdeen Proving Ground, MD.  The Budget Analyst shall Interface with the Government Program Manager supporting all tasks and subtasks for program direction. Performs execution of Program Manager Sensors Aerial Intelligence (PM SAI) budget to include RDT&E, APA, O&MA or Reimbursable. Analyzes budget requests for obligation to determine if they are in alignment with the Financial Management Regulation Guide. Analyzes PM SAI budgetary impacts of new or revised legislation's, policies, or procedures. Reviews Unliquidated Obligations and provides guidance to the Program Analyst and Product Manager on where funding could be adjusted. Is familiar with the Defense Travel System and creating Lines of Accounting for travel. Has extensive experience creating financial documents and running financial reports in systems such as General Fund Enterprise Business Systems (GFEBS) and Standard Operation and Maintenance Army Research and Development System (SOMARDS). Participates in year-end closing to ensure proper and full use of provided funds, with no anti-deficiency violation.


Experience Requirements:

  • Requires 5+ years of experience with providing analysis and support to defense research and development programs Requires experience with GFEBS

  • Requires experience with SOMARDS

  • Requires experience with Microsoft Excel

  • Requires knowledge of the Defense Acquisition Life-cycle

  • Experience with government consulting

  • Experience with rapid system fielding of Quick Reaction Capabilities (QRC) and Programs of Record

  • Ability to exhibit flexibility, initiative, and innovation when dealing with ambiguous and fast-paced situations

  • Possession of excellent data-gathering, analytical, and problem-solving skills

  • Possession of excellent oral and written communication skills

Knowledge, Skills and Abilities:

  • Required: Knowledge of the DoD Planning, Programming and Budgeting Systems (PPBS) process

  • Required: Specific experience in supporting development of DoD financial reports

  • Required: Strong knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook)

  • Required: Ability to review, revise, and communicate effectively

  • Required: A bachelor’s degree

  • Required: A minimum of seven (7) years of experience with government acquisitions
