Founded in 2014, Semper Valens Solutions, Inc. was built on a foundation of integrity, innovation, and mission-first service. With a name that means “Always Strong,” we set out to provide resilient, agile, and cost-effective solutions for our nation’s warfighters and federal agencies. Our founder, Scott Balmos, drew on his lessons learned in the Marine Corps and in the Defense industry to create a company grounded in the customer mission, setting a strong foundation for continued innovation and growth.

From our first projects in military intelligence, we developed a reputation as a team that gets things done. This has led to our steady growth into full-spectrum Government contractors supporting a wide range of Department of Defense (DoD) and federal clients. Our deep technical expertise and a people-first culture have positioned us as a valued partner in cybersecurity, systems engineering, software development, and mission support services.

Scott Balmos
Scott Balmos
President and Chief Executive Officer

Scott S Balmos is the President and CEO of Semper Valens Solutions, Inc. (SVS), a Service Disabled Veteran Owned Small Business founded in 2014 and based just outside San Antonio, TX. He sets strategic direction, manages complex operations, and fosters a culture of innovation at SVS. Mr. Balmos earned a BS in Computer Science from Park University, an AS in Database Management from San Antonio College, and is a certified PMP. His nearly 30 years of technical and managerial expertise in the US Department of Defense have been integral to both his impressive career and the company’s ongoing success.

Beginning in 1994 as a US Reconnaissance Marine, Balmos performed tactical SIGINT on Marine Expeditionary Unit deployments and served with a Special Operations Capable Pacific contingency team. He later worked as a Network Analyst for a Fortune 500 technology company supporting TIMPO, before transitioning into software engineering and project leadership supporting the Air Force Cryptologic Group (CPSG) on Lackland AFB, TX. In 2002, Mr. Balmos worked as software engineer with the US Army Intelligence and Security Command (INSCOM). Over the following decade, he advanced through roles such as Systems Engineering Lead and Program Manager, culminating in his 2012 promotion to C4ISR Field Support PMO Manager, where he led over 130 personnel across 35+ locations worldwide.

Nicholas Brown

Executive Vice President and Chief Operating Officer

Nicholas Brown joined Semper Valens in 2016 as the Director of Finance. Mr. Brown holds a Bachelor of Science (BS) in Accounting from Pennsylvania State University, and is a certified Project Management Professional (PMP). Mr. Brown has several years of financial and managerial experience working for the Department of Defense (DOD) and with the Department of Veterans Affairs (VA).

Mr. Brown began his career supporting several large programs for the Department of the Navy as a civilian employee. There he was responsible for budget submissions, appropriation law, and fiscal compliance for the programs he supported. After 5 years of support, he began working for SystemsMadeSimple, a Lockheed Martin company. There he managed the financial operations of a large program with an annual budget of $150 million, which focused on the management of VA data centers. After 2 years, he took over the role of Project Manager for a performance management project which supported The Office of Performance and Analytics (OP&A) within the VA. Mr. Brown currently resides in Austin, TX with his wife and children.

Chris Robinson

Executive Vice President and Chief Process and Innovation Officer

Chris Robinson is an accomplished executive and disabled Army veteran who has been a vital part of Semper Valens Solutions (SVS) since 2014. Having transitioned through roles as Chief Technology Officer and Chief Delivery Officer, he has recently assumed the position of Chief Process and Innovation Officer (CPIO).

As the CPIO at SVS, Mr. Robinson assumes a crucial and transformative role within the organization. He boosts the company’s efficiency by systematically evaluating and restructuring business procedures while fostering a culture that fuels creativity and innovation. Through his leadership in adopting cutting-edge technologies, he not only explores new business opportunities but also sets the stage for growth into new markets by identifying potential sectors and building essential strategic partnerships. A defining aspect of his role is his unwavering commitment to customer satisfaction, centered on creating concrete value that augments the worth delivered to both our customers and industry partners. His adept leadership in overseeing changes in current processes and introducing new methodologies ensures a seamless transition within organizational structures to steer well-informed decisions. By synchronizing innovation and process enhancements with SVS’ overarching objectives, he fortifies the firm’s competitive positioning in the industry.

Mr. Robinson bridges the gap between operations, growth, and industry, driving continuous growth and innovation within the organization. His extensive expertise and leadership continue to be instrumental in the company’s ongoing success and growth, reflecting SVS’s importance on agility, efficiency, and innovation.

Matthew Wilson
Matthew Wilson
Executive Vice President and Chief Growth Officer

Matt Wilson joined Semper Valens in 2023 as Chief Growth Officer (CGO), with the primary responsibility for driving strategic expansion in our existing and emerging markets. Mr. Wilson is an experienced executive with a career spanning large and small businesses. His background includes extensive business development and strategic planning, including leading teams in successful pursuit of contracts up to $1B in awarded value. Mr. Wilson brings deep understanding of emerging DoD strategies such as Combined Joint All Domain Command and Control (CJADC2). Operationally, Matt has managed multiple high-value DoD contracts as a Division Manager and Program Manager. He is a certified CMMI Assessor and served on the University of Maryland Cybersecurity Center Board of Directors. He has hands on experience with tactical communications and interoperability, including military messaging, data transformation, tactical system integration, and maneuver and fires Command and Control.

A native of New Jersey, Mr. Wilson resides in Newark, DE. He is an avid runner, hiker, and musician who enjoys spending time with his four children.

Bryan Tebo
Bryan Tebo
Senior Vice President and Division Manager, Advanced Missions Division

Bryan Tebo is a Senior Vice President and Division Manager for the Advanced Missions Division for the company. With nearly 40 years of military, and government contract experience in system and software engineering of intelligence, electronic warfare, and business systems; IT Service Management; Training and Operational support, Mr. Tebo’s expertise and leadership suit him well to provide, develop, and operationalize innovative solutions to Semper Valens' customer challenges and requirements.

Mr. Tebo is a 26 year Army Veteran, who served in a variety of Infantry and Intelligence support and leadership positions, around the globe. He culminated his career, with a final assignment at Fort Huachuca, AZ serving as the senior training developer, representing system and user requirements for critical intelligence system acquisition, fielding, training, accreditation and sustainment.

Following his Army service, Mr. Tebo began his contract leadership career as a Deputy Program Manager, Program Manager, Portfolio Manager, and Business Unit senior leader. He has provided solutioning, project start-up, and oversight for large and small DoD and commercial contracts specializing in support to DoD and national security customers.

Mr. Tebo and his wife of 35+ years, Stacy, have seven children and three grandchildren, and live in Sierra Vista, Arizona.

Brock Lindsey

Vice President and Division Manager, Technology Modernization

Brock Lindsey is the Vice President and Division Manager for the Technology Modernization Division, bringing extensive experience in leading high-performing teams across both government and commercial sectors. With a strong foundation in operations, program management, and strategic leadership, Brock has dedicated his career to delivering mission-critical solutions that advance defense technologies and support the modern warfighter.

He began his professional journey in the U.S. Army as an M1A1/M1A2 Tank Gunner and Commander, where he developed a deep understanding of logistics, organizational leadership, and operational planning. His military service included multiple overseas assignments supporting global operations, laying a strong foundation for his transition into the civilian sector.

In his post-military career, Brock has held several key leadership positions, including Senior Technical Program Manager, Science and Technology Executive Officer, Chief of the Acquisition and Contracting Branch, Deputy for Business and Operations, and Vice President of Growth. In each role, he has demonstrated a commitment to innovation, strategic growth, and operational excellence. Over the years, Brock has successfully led large-scale teams in operations, acquisition, contracting, and DoD programmatics. He has played a pivotal role in supporting U.S. Army science and technology initiatives, consistently driving innovation, efficiency, and customer satisfaction. Brock resides in Northern Virginia with his wife, son, and their pack of dogs. Outside of work, he enjoys spending time with his family, traveling, and supporting his community as an active member of Kena Shriners in Manassas, VA.

Rex Pugh
Rex Pugh
Vice President and Director of Contracts

As a seasoned business professional with over 28 years’ experience, Rex Alexander Pugh has served the past ten years as a Director of Contracts and Procurement for several DoD contractors. In his role, he is responsible for creating and enforcing the policies and procedures between contractors and suppliers for the government defense projects overseen by Semper Valens Solutions.

In pursuit of his education, Mr. Pugh earned a Master’s degree in Business Management with a concentration in Leadership from Marymount University, and holds a Master’s Certificate in Federal Government Contracting from George Washington University. He is also a certified notary in the Commonwealth of Virginia. He additionally is a member of the National Contract Management Association, among his professional affiliations.

Before joining Semper Valens Solutions, Mr. Pugh got his start in the federal government intelligence community before moving to the private sector. He has spent nearly three decades involved in the contracts departments of various government contractors.

Alongside his work with Semper Valens, Mr. Pugh is also involved in purchasing, renovating, and renting residential properties. He currently owns six properties. In his spare time, he enjoys being involved with his church and serving the homeless population in his community.

Carmella Foreman

Vice President and Director of Talent Acquisition

Mrs. Foreman brings over 12 years of experience supporting the Department of Defense (DoD), government contracting, and the Intelligence Community. She began her career as a defense contractor for the U.S. Department of Defense, where she served as a career counselor, guiding service members through their transition from active duty to civilian life. As a career counselor, she worked in the Transition Assistance Program (TAP) that specialized in higher education, post military careers, and entrepreneurship programs. Her passion for helping others seamlessly transitioned into talent acquisition, where she specialized in sourcing and identifying qualified candidates for DoD federal contracts within the Intelligence Community.

Throughout her career, she has worked closely with small businesses to build and grow their talent acquisition departments, focusing on improving strategic planning and operational efficiency. In her leadership role, she managed recruiting teams, oversees sourcing strategies, and refines recruiting processes to enhance candidate experience and drive both acquisition and retention efforts.

Currently serving as Vice President and Director of Talent Acquisition, Mrs. Foreman leverages her deep understanding of organizational goals to develop and implement strategic talent initiatives that align with and support broader business objectives. Her expertise lies in building and scaling talent acquisition functions, particularly for small businesses, where she has led initiatives to improve recruiting processes, enhance candidate experience, and drive long-term retention. In her current role, Mrs. Foreman leads the recruiting team, overseeing sourcing strategies and aligning talent acquisition efforts with the organization’s broader business objectives.

She holds a bachelor’s degree in Psychology from Virginia State University and a master’s degree in Community Counseling from Argosy University. Based in San Antonio, TX, Mrs. Foreman enjoys spending time with her husband and children. In her free time, she participates in church activities, cheers on her kids in their athletic pursuits, and loves going on family vacations.
